01 - Preheat oven to 350°F (175°C). Grease a 9x13-inch baking pan and line with parchment paper.
02 - In a large mixing bowl, whisk together all-purpose flour, baking powder, baking soda, salt, black pepper, and chili flakes until well combined.
03 - In a separate bowl, beat the eggs, then add whole milk, melted unsalted butter, and honey or maple syrup. Whisk until smooth and uniform.
04 - Pour the wet mixture into the dry ingredients and stir gently until just combined, taking care not to overmix.
05 - Fold in finely chopped dill pickles, minced garlic, sliced scallions, shredded cheddar cheese, and chopped dill until evenly distributed throughout the batter.
06 - Transfer batter to the prepared pan, spreading evenly. Bake for 22 to 25 minutes, or until golden brown and a toothpick inserted into the center comes out clean.
07 - Allow to cool in the pan for 10 minutes. Using the parchment, lift gently from the pan, then cut into bars. Garnish with additional fresh dill as desired. Serve warm or at room temperature.
