- Combine warmed milk, active dry yeast, and 1 tablespoon of honey in the bowl of a stand mixer. Allow to sit for 5 minutes until the mixture becomes foamy.
- Add eggs, all-purpose flour, fine sea salt, and softened unsalted butter to the yeast mixture. Mix on low speed using the dough hook until the dough is sticky, then increase speed to medium and knead for 4 to 5 minutes until smooth and elastic.
- Transfer the dough to a greased mixing bowl. Cover and let rise in a warm environment until doubled in volume, approximately 1 hour.
- Place dough onto a lightly floured surface. Divide evenly into 12 portions. Shape each piece into a ball, then flatten and fold in half to form Parker House rolls.
- Arrange shaped dough in a greased 9x13-inch baking dish. Cover and let rise for 35 to 45 minutes, until well-puffed.
- Preheat the oven to 350°F.
- Mix together melted unsalted butter and remaining honey in a small bowl. Brush half the glaze onto risen rolls.
- Place baking dish on center rack and bake for 18 to 22 minutes or until tops are golden brown.
- Immediately brush hot rolls with remaining honey butter glaze and sprinkle generously with flaky sea salt. Serve rolls warm.
